With regard to the selection of
an Officer to fill the post I have the following suggest-
-ions to make:-
(1). To offer the post to Mr. F. B. L. Bowley.
Mr. Bowley is undoubtedly the best candidate that can be
found for the post. Besides being an extremely able lawyer
he has had special training in conveyancing and drafting.
In the latter he is specially well qualified. His long
local experience makes him specially useful. I would regard
loss
his severance from the Government Service as a heavy, and
I think Government would be well advised in retaining his
services even at some pecuniary sacrifice.
I do not think the salary recommended for
the post would tempt him. If not, I would recommend an
offer of £1,300 a year without private practice of any
kind. Mr. Bowley has, I understand, private means, is
fond of the work, and likes the position of Crown Solicit-
-or. It may be that he would accept the sum I mention.
There is no other Solicitor in private
practice, except in the Firms of Deacon, Looker and Deacon
and Johnson, Stokes and Master, who have in the past either
refused
